Understanding “mission-driven research” in solar geoengineering as a moral relationship

Abstract

Against an investigator-driven or curiosity-driven framework, several authors have put forward a Mission-Driven Research (MDR) model for Solar Radiation Modification (SRM) research. The proposal makes sense from the perspective of funding allocation and research efficiency but also raises questions about who can legitimately attribute a mission to SRM researchers, the content of the mission itself, and procedural issues about the identification and elaboration of the mission. In this piece, we concentrate on a narrower aspect. We claim that, due to the nature of SRM research, its risks, the seriousness of the problem it aims to tackle (potentially catastrophic climate change), as well as populations’ vulnerability towards both climate change and SRM, researchers to whom a mission is attributed enter into a moral (not legal) fiduciary relationship with SRM research stakeholders. Though we do not perform an exhaustive moral analysis of this relationship, we contend that its demanding nature needs to be properly acknowledged and taken into account.

He is co-PI of FPCW-PR01-P016 Ethics and Governance of Earth Cooling Research: From concepts to implementation (PI: Ignacio Mastroleo) in the Exploring Climate Cooling Programme funded by the UK Advanced Research and Invention Agency (ARIA) and hosted by the Inter-American Institute for Global Change Research. He is a philosopher interested in health promotion, climate change, and artificial intelligence. He is affiliated with the Bioethics Program at FLACSO Argentina (Facultad Latinoamericana de Ciencias Sociales) in Buenos Aires, Argentina, and also with the CNRS joint research unit (UMR 8011) 'Science Norms Democracy' at Sorbonne Université, Paris, France, where he undertook his PhD in the philosophy of biomedical research into Alzheimer's disease (2017—2021). 

Xavier Landes, Stockholm School of Economics in Riga, Latvia

He is Associate Professor at the Stockholm School of Economics in Riga. After studying economics, political sciences and philosophy, Landes got his Ph.D. in philosophy from Université de Montréal in 2008. His fields of specialization are political philosophy and normative economics with a (previous) emphasis on business ethics, happiness and the welfare state. His current focus is on climate change issues, particularly geoengineering, on which he has written two books, Engineering and Governing the Climate: Ethical and Political Issues (Bloomsbury, 2024), and, in French, La géoingénierie (Que sais-je ?, 2024).
